I think that, by measuring how many "holes" the meters are long, you can know how many times it needs to overlap, by subtracting the length in "holes" of the rulers from the board area in holes. In this case 52 - 42 = 10 overlaps

There is a class of digital puzzle games known as "line puzzles" or "line art puzzles" that follow a very similar concept. I have one on my phone that's called "Flow Free" and the goal is to cover every space on a grid with differently colored lines. The trick is, the lines have to connect between two points that are predetermined on the grid and they can't cross each other (which are the only real main differences from this one) but the thought processes you used to solve this are almost identical to the thought processes I use to solve the different boards in Flow Free. In particular, when I have an empty corner or empty space in an awkward looking location, I know one or more of my lines isn't stretching where it's/they're supposed to be. Having the freedom (and necessity) to be able to cross the lines with this one with two layers definitely increases the difficulty of this type of puzzle, as when all of the lines are on one plane it's far easier to visualize where each line is supposed to twist and bend around the others. Then again, the board in Flow Free have grids that go up to 15x15 lines and I've seen them have 14 colors on a single board - I can't imagine how insanely complicated those boards would be if I had to layer the lines like this puzzle...

At around 4:30, I saw the '3rd option' to this puzzle (rotate either the 1piece or the 4piece 180degrees around the longest piece) and instantly figured that doing so would lead to the solution. It seemed like the right leap of logic, based on how these puzzles tend to go. So I opened an Excel doc and plotted out where everything else would go, and got the solution pretty quickly. My solution was mirrored vertically from yours. at 6:15 you actually got most of the angles right for the first measure. From '15' down to '1' was laid out correctly, it just needed to be rotated 90 degrees, moved to the right spot, and then had the longer piece fit in over the top. You actually made the leap of logic at 7:24 during a jump cut. Kinda upset you left that very important move out of the video.

I would calculate the number of spaces first. Some points wouldn't have 2 layers. From the board (7×6) and the pieces (counting both layer, 73 "squares" in total), we can know that there would be 11 points with only one layer. This would help the "trial and error" because if there are more than 11 inaccessible slots, then it's not part of the correct answer.

A general thought about this kind of challenge: things are much easier for today's puzzlers who have access to mobile phones and digital photography. When working on a solution you can take pictures (or even video) before you start, and then dozens of photos as you try different combinations. With no need for paper and a pencil, it feels a bit like cheating... ;-) In the old days, taking pictures with a film-camera meant waiting a week for the stuff (all blurred and too dark or too bright and useless) to come back from the developer. Annoying, slow, and really expensive. Incidentally, taking instant digital pictures is also a great help when stripping down things like car gearboxes and wiring looms, which can also be quite puzzling to put back together.
