You're right Scott, these are complex situations with multiple causes. What you call "the inability to tell the truth to authority" has recently been given a smart name by Prof Bent Flyvbjerg - he calls it "strategic misrepresentation". I have a different word - it's called "lying"!

"Strategic misrepresentation"...I have to remember that! I would have some sympathy for a person who lies or withholds some part of the truth from someone who doesn't want to hear it if that latter person has the power to impose serious consequences. That is, as long as harm does not come to others by lying.

Hmm, what about ethics? Some years ago I produced "The Risk Management Professionalism Manifesto", outlining what a client has a right to expect from a risk professional. I'm currently thinking about how this applies to the risk management challenge. How do you "tell the truth" when the subject matter is inherently uncertain??

It's worth pointing out that certain systems tend to enable "strategic misrepresentation" more than others. This story is a prime example of subjects living in fear of a monarch who can't handle being told no. Whether or not the King would actually have reacted badly is moot. The historical precedent of kill-the-messenger monarchies was enough. No system of government is immune to this, but some are definitely quicker than others to inspire bad behavior in engineers.

I agree, this is more an issue of poor change management rather than scope creep.

Thanks for your comment Ralph. This video was an English translation of an original prepared in Spanish by my Argentinian colleague Pablo Lledo (www.pablolledo.com), and he did the original research. She sank on 10 August 1628, which is nearly 400 years ago. The wikipedia article has both spellings of the name, but you're right that Vasa is more common.

You can say Wasa aswell. I prefer Wasa because it looks cooler.
