LIBERIA DURING THE TOLBERT YEARS (1971-1980). This film serves as a snapshot into the 9-year presidency of William R. Tolbert, Jr-the twentieth President of the Republic of Liberia.
It chronicles the achievements during his nine-year tenure in improving the Liberian economy. It illustrates the administrations' accomplishments with industrialization, mining, fisheries, agriculture, tourism, retaining a cultural heritage, diplomacy, trade, science and medicine, urban development, public planning, aviation, maritime affairs, education, Pan-Africanism, national identity, county development and decentralization.
Credits: This film was made available from the private collection of Mr. Stephen A. Tolbert, Jr. and Mrs. Neh Dukuly-Tolbert. It was restored by Pepper Bird Studios.

It's funny how this video looks futuristic.....when infact this is our past. It is important that this short film be shown to the people of Liberia daily so that the spirit of growth and national development is once again re-awakened.

President Tolbert will always be remembered for the great things he did for his (our) country; he was one of the few Liberians that had the country at heart; I spent many hours sitting and chatting with him about the country he loved so dearly and his dream of seeing this country taking it's rightful place in Africa's Sun. It is so sad to see that because of greed we did not allow him to see his dreams become reality. RIP in peace, my mentor and one of the few individuals that made me who I am today. May God bless your soul and those faithful members of your family that are trying to live with the pain of not having you by their side.

I'm learning so much about my country. Thank you for this documentary. I am a 1990s born, so I grew up hearing about 'normal days' Liberia. My childhood memories are filled with war.

Liberians have to all work together to rebuild not what we lost but for the future now. We have to dream into the 22nd Century. Great Health system, Edu-Technology, agriculture, etc. WE CAN DO IT!

All these were lost or went bankrupt for poor management, corruption or other untold reasons from April 12 1980. By 1985 every was down to zero. The soldiers and so called country people thought they were revenging against the Congo people not realizing they were harming themselves.

The queen of England, gave the settlers a ship to stop the practice. Yes, in around 1920, the league of nations, concluded that, the Liberian govt. (the vice president) were guilty of "forced labor," by allowing the Spanish to bring "country people," to Fernando island to work . That caused the president & vice president to step down. Was there discrimination by the Congo people? Yes, but just look at Liberia's prosperity under 133 yrs of sound governance. Liberia's economy was equal to Japan's economy before 1980. Now, look at what happened to Liberia, when the indigenous people governed the country after the Americo-liberians 133 yr rule. In 10 yrs, Doe turned Liberia into a shit hole, by placing mostly people from his tribe into running the govt. Doe, terrorized Nimba country with Africa's greatest problem.... tribalism! And, after that it was all indigenous people who created the civil wars, the rapes, murders, decapitations & cannibalism. This video explains without a doubt, who made Liberia. great & who turned it into a third world country.

Sorry my Lib. people. I get crazy angry sometimes and talk about things that should be forgotten. The war did not start in 1990, it started in 1980, being further fermented by Mrs. Gbowee( noble prize) preaching her "americo-liberian enslaved our native people" politics instead of preaching reconcileation and peace. My decendents from both my mother and father migrated to Liberia from the USA in 1871 and 1882. Througt intermarriages, I have Kpelle, Bassa, Gio-Mano, Kru, Gola, Barbados ,Sarpo and "Congo" blood running through my civalize veins. So What?

After all of what this nation went through;still, some of you didn't learn anything from it. The issue of indegenious and americo Liberians refusing to accept each other as one was the cause for all of this. Now it has come and go and Liberia remain. At this critical part in this nation, liberia needs the collective efforts of every Liberian whether you're congau or native, living in the diaspora or in Liberia, liberia needs every Liberian to return liberia to that place she once was and beyond. This happened before and it still can. Unity, commitment, hard work and patriotism are those elements that are needed right now to put liberia back to where she once was. God bless mama Liberia

Liberia was heading down such a good path, and if greed didn't get involved it could have been a superpower in Africa and maybe even the world. The wise President Tolbert had vast plans for not only economic growth, but for helping the people as well. He was allowing natives to join the government and was giving them more representation in Liberia in general by the day, and just before his death he was in the works of providing a low housing project backed by Libya. If we were patient, Liberia would have been a free and wealthy land for all, but change takes time, and greedy people didn't want to respect order and instead take over the country to fatten their own pockets. Such a shame.

Enjoyed this video. Enjoyed 6 months in Liberia in 2011 and hope to visit soon and see all the improvements. I feel Liberia can be a fantastic tourist destination. I know this video is from the past but it could equally apply today.

Tolbert was Liberia's most progressive leader and sadly that's what lead to his demise. "Uncle sam" couldn't stand Tolbert embracing nation like Russia, Romania, and Cuba and calling on Israel to grant Palestine statehood.

Jenekai Brown Thank you for that information. I figured Doe was supported by the U.S. because he was bankrolled by the U.S. and visited the US after coming to power. Usually the US rejects meeting with leaders that came to power from a Coup. They actually recognized a warlord over a democratically elected president.

The nation's wealth was unevenly distributed. Trust me.I am a civilized native. We know of all the that. We had our national cultural troop.I am from Sinoe where we have timber, oak, and mahogany. The sapo national forest. Our bronze, iron ore , rubber, fishing from cape Mt to Harper. Not much was done to develops Liberia with all its wealth. Because only 1- 2% held over 80%.. Economic inequality???? Sure.

This kind of jealously over wealth is what creates mass poverty. The Americo Liberians had a culture and influence that made them more suitable to run the government while integration happened gradually. Once tribal affiliation goes away and a national affiliation developes things are much more stable. Doe interrupted this process and its never been the same. In just 5 years doe all but ruined the economy.

Its easy to destroy but always difficult to rebuild. Liberia needs to restore its dignity. A drive about Monrovia shows the level of disorder and chaos that is so pervasive in the Liberia of today. However, this video shows that whereas every thing appears promising, only 10% of the population were participants in the development of the country or controlled its wealth at the time. Monrovia was built to accommodate 300,000 people but today, hosts 1 million people. Therefore, housing development, roads, and job creation is essential. The country's education system is a mess. Schools lack trained teachers and resources to educate the youth. We will need four subsequent free and fair elections of development-minded presidents along with political stability before perhaps in the next 15 years, Liberia will be fully redeveloped. But I would say looking back that Willie Tolbert saw the vision but was not given the chance to really develop the country. So in a sense, we really didn't give ourselves chance to develop. Hopefully, we have learned a long and hard lesson going forward.

I thank you and appreciate ur acknowledgement that my uncle Willie Tolbert did his best in spite of the challenges during his time. While he was not a perfect man he left an enviable record of solid, concrete, verifiable and patriotic achievements in every sphere of Liberian development not duplicated before his tenure, and not since that time. Question: what percentage of our development and/or wealth do Liberians control today? The Liberia shown in this film was the economic and technical basis upon which we could have reformed, changed and expanded prosperity for a larger percentage of our people. Instead, it was destroyed and we're all paying the price !

And I have Sarpo and "Congo" blood througt my civalize veins. So what. To all Liberians whose families and children were raped and killed in 1980, 1985, 1990-2002, (including mine) we all pray for our Lords blessings and mercy. Taylor was revenging for Americo-liberians. Gio/Manos were revenging for the genocide being committed on them by Doe. Krahn/Sarpos were revenging because Americo-liberian/Gio-Mano wanted to overthrow them from power and kill them. What were the mandangoes fighting for? Very confusing.

the Mandingos were fighting for their right of survival too, being systematically targeted . Think of it that had they not resulted to self-defense, their kind and ancestry could have been erased from history as members of the notorious NPFL fighters, headed by Taylor himself, were ultimately determined and remained very unrepenting to finish us. Even think of it that we were picked at, from the secret killings of Mandingos to the Barkedu massacre in Lofa, we paid a price of death. The crime being that we were affiliated with Doe. Hope you understand why the Mandingos resulted to fight too. you would have done similar thing had you been in our shoe.

When the wealth of a nation is unequally distributed, so much of it going only to 2% of its elite, that's Economic, social and politic injustice. It was all good but only for the few. Do not forget that. They only used the natives to entertain them. Most were still unemployed and uneducated until / 1979 since 1847..We had everything without anything to show for it. The elite travel to the US/ Europe for everything and were extremely wealthy interested in the profits only. No infrastures or human development was spread to the rest of the country. The best news was the rice production again which came to late. The fact that Liberian natives were no longer making a living off our very on crash crop, ie the country rice production with no assistance to local farmers after it was announced that a reduction in foreign imports of rice , raising its price without educating its citizen about the benefit of local cash crop staples, like yam, cassava, eddoes etc etc. Which natives were used to doing anyway, until it was taken from them and heavy importation of food eventually made it expensive to eat. We should have followed Ghana's footsteps. One cannot wein out a production after a very long of eradicating its use and abruptly reintroduced it. We should have encouraged farming from the get go; before the settlers came, only local food was being grown. But the settlers wanted Kwee and manufactured products imported and only they could. afford these commodities.

Is it true that growth was happening so fast that the rice farmers were leaving their farms for higher paying jobs in the factories? The way I understand it, that's what was happening. Tolbert recognized how damaging that was, so he raised the price of rice. The price increase was meant to put more money in the pockets of the farmers. The idea was to stop them from leaving the farms. Rice is a national food staple. They were needed more on the farms, than the factories. Because he himself owned a rice farm and would benefit from the policy, the opposition painted him as corrupt. Tolbert was a reformer that wanted to do even more, but faced opposition from within his own government. Doe and his supporters believed reforms weren't happening fast enough, so they assassinated Tolbert and his government with no real plan ready to improve the situation.

Dennis Flo That's not true. Tolbert allowed the creation of another political party. He was also trying to involve more natives in the prosperity of the country. His opponents felt change was moving too slow.

In the last 100yrs before Doe, how many Liberian leaders were natives? I lived in Liberia from 80-85 and really loved it having lived in Botswana and Lesotho as a kid. Ghanaians called it little America when I was a kid. How I wish the war had never happened. Let’s hope Liberia returns to her glorious past and becomes the beacon of hope she was intended to be.

Ruined it? Liberia turned into a mess because the native people overthrew the ruling Americo Liberian minority. In the 1970s under Americo Liberian rule the country had a per capita income equivalent to that of Japan. Decades after native rule it is among the poorest countries on the African continent.
