Bad call? If anything he was way to permissive. Like I pointed out in another comment, Chaves was disqualified after gouging at Rios' eyes for the second time after previously being warned which the replays showed during the initial broadcast, and also previously laced Rios across the eyes during a break. Not to mention the DDT wrestling move. Chaves was wilting and looking for a way out. Meanwhile, trying to damage an opponent's eyes is the scummiest move you can pull as a fighter because at that point you're putting their career at risk with the possibility of permanent damage. He had also previously gouged at Thurman's eye in the 4th round of their fight, but the ref kept things in check. Dirty fighter.

It’s the take down that did it Chaves was very wrong for that one

Chavez wouldn't let Rios go when he would clinch his arms so Rios had to use his head on Chavez to let him go . Later Chavez was clinching Rios by the neck and would rub his eyes with his glove that's why Rios got pissed and would use his head evertime Chavez would wrap his arms .. the referee warned Chavez not to wrap Rios arms .
