I think the issue with what the elders know about devil fruits is that the experiment on bonny wasn't figuring out the fruit, although it seems like Saturn either knew about the fruits power and was lying to her or he actually believed that the fruit would be worthless once bonny saw more of the world, it was if they gave her an extract of the fruit that was messed with and she received the power would the fruit still be able to give its power to someone else, the scales were a side effect of whatever Saturn did to the extract possibly suggesting the reason that the scales aren't a present disease is because hes slowed down on his experiments. I do agree they are pretty dumb and kinda silly in what they do and don't know but I do think its fair for Mars to question what is going on with Vegapunk since its clear that Kizaru killed his physical body yet the brain continues to work allowing the other satellites to continue to exist as different parts of him, which is insane when the fruit just makes him smarter
