When the Constitution was written a gun was essentially hand made and therefore expensive, without interchangeable parts, highly inaccurate, and took half a minute to load. There was no standing army but only small militias of civilians that often had to bring their own guns.

The suspicious side of a person would say: others are taking advantage of the situation. However, if we're to take accusers at their word, then it's quite often a case of needing someone to take that first step before they realize they have the support and are not alone. We have to remember that, more often than not, victims are too frightened to speak up until something or someone shows them that they don't need to be.
