In the specific case of Ivory Coast, close relationship with France is an important factor in the country's success. The first President Houphouet used to be a black MP and minister in Paris before independence. His loyalty to the West and some wirepulling into French politics directly translated into bigger aid programs, surging ahead of his more unstable neigbours. Ivory Coast is still the biggest pillar of French influence in Africa and they will go to great lengths to prop it up. The last two civil wars in 2002 and 2011 both ended with direct French military intervention, and there has never been an Ivorian leader not explicitly backed by Paris.

Normally many former colonies who did not violently break away from their colonizers would still maintain some nominal relations with their former colonial powers. Francophone countries try to maintain economic and linguistic relations with France. Luciphone countries with Portugal and Anglophone countries with the UK. So it's nothing surprising.

It likely helps how dependent the economy of the Ivory Coast is on Cacao Bean exportation. They can disagree with their neighbors as much as they want, but without European importers, their Cacao Beans are worthless. They literally can't afford to antagonize the West, and the French are the best diplomatic middle men for that.

I lived in Ghana in the 1980s. The tldr of Ivory Coast vs Ghana goes like this: The British Empire tried to hold on to their colonies as long as possible, having to be forced out by revolutions who then cut all contact. Without regular trade with Europe, things went downhill quickly, leading to corruption, tribal warfare, and decaying infrastructure. The French mostly gave their colonies freedom when asked (sort of, it's complicated), so they maintained trade relations. As such, while still underdeveloped, the former French colonies were doing much better in the later 20thC than former British colonies. As an example, in 1986 a friend of ours needed to make a long emergency call to Canada. Phone service in Ghana was so spotty that he drove the four hours to Ivory Coast, got a hotel room, and called from there.

The Ivory Coast leads the world when it comes to the production and export of cacao, supplying about 38% of the world's supply. This is pretty much the only thing people remember about this country. I'm genuinely perplexed why you didn't believe this. Did you confuse Cacao Bean production for Chocolate production?
