This was just a section of their SHINee World Concert IV in Seoul. The same concert where you have seen most of their other live performances from. Every SHINee concert, and most Kpop concerts, have a section of their concert where its all about having fun with the audience. "Woof Woof" is just one of those fan service fun stages they had during this concert. They also have fun stages for "321" and "Girls, Girls, Girls," etc. This might be unusual to you, but this is just something kpop concerts do and especially SHINee. Onew, Key, and Taemin are stage actors, as well as kpop stars so they have been in several musical productions of famous plays. And Minho is a TV and Movie K-drama actor and they all have amazing comedic timing. Plus, SHINee's voices are all well suited for this style of music so they like to show it off during concerts. But if you understood Kpop concerts you would know that this is a normal part of all Kpop concerts where they have fun stages and songs that interact with the audience. You just need to except it as a fun stage and stop trying to come up with a reason. If you want to know what the song is about just look up the lyric video. The song is pretty much about meeting a girl that you like so much that you want to be her pet. They are essentially saying, "Hey girl, do you like dogs? Come on over here I can be your pet." "I will follow you around like a puppy and let you pet me and play with me." etc. Its just supposed to be a cute and playful song.

Also, believe me everyone in that audience loved the extended version of the song and how they kept it going. Its part of the fan service to make it look like you are about to end it and walk off stage and they all of a sudden turn around and run back on stage and start it up again. It makes the audience and Shawols scream and cheer. Most Kpop concerts and artists do this at some point during at least one of their songs. (You should see a Super Junior concert. One of the songs "Rockstar" they have like 8 reprise moments where they act like they are done and then they come back on stage and continue again as the fans scream for them to continue over and over again.) "Woof Woof" was not the last song of the concert and it is an iconic performance that all Shawols grow to love. Its just a way to show the fun, playful side of them and to show how lovable they are. Did you understand what Minho said at the end of that performance? He said "For all my guys in the west coast, D O double G." He was making a joke and referencing the American slang dogg and the American rapper Snoop Dogg. That's why he laughed like that.

the song is just meant to be something cutesy for the fans to enjoy its like aegyo or fan service

the song is basically them saying that they want to be this girl's pet.

Jajajjajaja you really looked shocked, it’s just a fun song, this guys can go from an extremely sexy concept to a childish one like this, and all these during a three hour long concert, I’ve had the opportunity to assist to one of their concert and I just ended drained but had a lot of fun, every performance/song was great, keep enjoying SHINee

Basically Shinee concerts (and I think most kpop concerts) are split into separate sets with VCRs (short films) or talk sessions in between. In each Shinee concert one set will be all lighthearted fun/happy songs, and one of those will be out right comedic relief. In SWC 4 that was WoofWoof, from other concerts my favorites are 321 (swc3 version) and Kiss yo. BTW this performance had an extra dance break and is longer than the original song.

I was at this concert the first night (I think this vid is from the second night) and this was my favourite performance of the whole 3+ hours haha. It was the first time we had ever heard it, because the album came out after the concert, so all the times they pretended to leave the stage we were actually fooled. This was the moment the crowd was the most high-energy.

It’s in a concert so they do extended verdion of songs. There’s always sections in SHINee’s Concerts where they do all these fun productions.

SHINee has a section of the Shinee World concert where they get to essentially cut loose and play around with the audience. Woof Woof was part of the SHINee World IV silly section. They are a hoot to see in person! (I was at SHINee World V in Dallas, TX, spring 2017) Key is my bias wrecker, Minho is my bias. Key's English is really good. I think he's up to 4 languages where he is conversant.
