The guy in the business suit is known as Gman he is a character from Half life. He is a mysterious entity of great power that seeks to influence events in the favor of its "employers". Gman is a very powerful entity and something that even half life fans don't have a great deal of knowledge about. He has been shown to be able to mess with time and do a bunch of crazy shit. The voice actor actually does a great job of sounding like Gman's actual voice actor to the point of mimicking gman's strange voice patterns. His weird voice patterns and ticks are actually done to make him appear more alien and give off the hint that he isn't human.

the train sequence I think is a reference to the one of the guilty gear games. it has a very unique animation style that it reminds me of. Though I've never played any I have seen vids plus I did at least see one of the characters in it. The one with the big swords.
