Im a dental assistant and thumb sucking doesn't become an issue until over 2 years of age. Babies suck their thumbs for comfort for a long time and most babies grow out of it but on the rare occasion they dont and if your child is 3 and still thumb sucking thats when you take measures to help them to cut the habbit :)
