Attending the 2008 Bucharest summit as the U.S. representative to NATO, Nuland pressured allies to provide Ukraine and Georgia with a plan to prepare for joining the alliance. When the governments of France and Germany objected to this idea, she made a blunder by extracting from the allies a promise that one day Ukraine and Georgia would certainly be accepted into NATO. It was this move that triggered the war between Russia and Georgia in August of that year and laid the foundation for the tensions between Russia and Ukraine that would become evident later.

I am not totally sure, but I heard that Nuland's ancestors were Jewish from Moldova, not from Ukraine. Also, In 2014, as Putin said, Obama called him and asked to make sure that Yanukovich would not suppress the aggressive "protesters" who actually were militia members and wanted to make a coup. Obama promised that protesters would not try to attack the presidential palace and other government buildings. Putin advised Yanukovich not to call for troops. So, Yanukovich abandoned the idea. The next day, as troops were not summoned, the militiamen attacked and seized the government buildings. When Putin called Obama with a question about their agreement, Obama answered: "Ukraine is not your business." The next day, Russian troops took control of Crimea.

There seems to be an additional, bureaucratic element to her departure. Since July 23, she held the position of Deputy Secretary of State but she had thus far only been able to secure the position on an acting basis. Under the Vacancies Act, she was given 210 days legally to hold the position and, presumably, assemble the necessary support that she had been lacking in the Senate for confirmation.
