ब्यूरोक्रेसी संस्था बहुत ही ताकतवर होती है,ये सरकार तक बदल सकते हैं। अपने काम के दम पर या निकम्मेपन से। राजस्थान में यह बहुत मशहूर है कि ब्यूरोक्रेसी, सरकारी योजनाओं को जमीन तक पहुँचने नही देते और अधिकांश फंड फ़ाइलों में दम तोड़ देता है या भ्रष्ट्र अफसरों की जेब मे जाता है। जब तक सरकार को समझ मे आता है तब तक सरकार बदल जाती है।
