Watermelon girl here! Honestly I think this episode was pretty exposition filled and I normally don't like episodes like that but they're occasionally a necessary evil which leads to a lack of action and fighting. As for the animation, Paladin is doing his work in the style of a dubbed comic which is why it's so classic super hero based and why all the panels have white boarders and comics aren't exactly known for animation lol
