Rosa Parks quite famously refused to move to the back of the bus back in 1955, and was arrested for doing so. Her stand is credited with sparking the Civil Rights movement in America. This incident is pretty common knowledge in the United States. The joke is that Michael Scott is so oblivious he doesn't even realize why his statement might be offensive to a black man.

stealing Jim's proposal is still probably one of the worst Andy moments. Leaving Erin to do the boat thing was pretty bad, but dude legit thought everything was coincidentally perfect for a proposal FOR HIM? And he invited his fuckin parents to what was supposed to be just a going away party for the HR guy. Why would his parents be there for that? I just always hated Andy. He's just always so annoying. Ed Nelms is a hilarious actor, but man is Andy just a frustratingly annoying character
