There is no definition of a chord that is going to work every time. At the start of this video I said we have to have at least three pitches. But even that is not true. If you play an open 5th with just two pitches, that is called the day a power chord. Of course if you have only C and G, you can have as many C's and G's as you wish. But when considering chords we don't normally count octaves, which are called doublings. So I suppose you can say that only one pitch, even if it has octaves, it's not a chord.
But other than that, just about anything that makes you play several notes together at the same time will be considered a chord by someone.
