The Federal Government and State governments have always dolled out the money to public and private programs and projects. Obviously that's fertile ground for corruption. Once a program gets approval, it's nearly impossible to get them off the teat. They're almost never accountable. All they really have to show is that they spent the money that was budgeted for them so that they can get that same amount or more in the next budget.
