Then, in a greater context, the GCC. Dubai has to cater to the influx of permanent resident seekers who come as laborers. Saying they can't live there because they're poor violates civil law.

Yeah, it's hard to understand what the UAE is. Basically, it's a multi-monarchical union. You have to categorize them as separate nations, then streamline corporate procedures amongst them.
