Practically harder without EUV. Huawei is circumventing that with multipatterning techniques that use the older lithography machines. But those techniques leads to lower yield and make the process commercially impractical. The step to 3nm requires EUV and unless the Dutch lifts their sanctions, China has to develop its own EUV machines to get to 3nm.
