Jesus said believers would speak in tongues and that they should go into all the world to preach the gospel, but not until they received the promise of the Father which was the Baptism of the Holy Spirit. No minister can be as effective as they should be or could be without the Baptism in the Holy Spirit.
Jesus said, If you love me keep my commandments. Believers who refuse to receive the Baptism in the Holy Ghost are either ignorant of the scriptures concerning this subject or blatantly disobedient to Jesus.
Paul said he thanked God that he spoke in tongues and to forbid not to speak in tongues. He also said he prayed in tongues more than all the corinthians. Paul wrote 2/3rds of the New Testament and had an abundance of miracles and revelation. Satan could not kill him before he finished his course.
Oral Roberts said he did not know how to build a University so he prayed in tongues and received the interpretations from the Holy Spirit.
Kenneth E. Hagin has said that the most outstanding miracles that have taken place in his ministry came after extended ties of praying in the Spirit.
The ability to pray in the Spirit and interpret is for all Christians.
Some worry that the devil will give them an evil spirit but no Christian asks the devil for the Holy Spirit and no man speaking by the Spirit is calling Jesus accursed. We ask God the Father for the Holy Spirit and His gifts, we don't ask the devil for anything, we cast out devils!
Jesus said if you ask the Father for a fish, He will not give you a snake.
If you ask for bread, the Father will not give you a stone and if you ask the Father for the Holy Spirit, He will not give you an evil spirit.
