The Seahawks had 1 more penalty than the Cowboys, but the Cowboys had more that were declined. The only questionable calls were the PI on CD, the non hold call on a Jake Ferguson 1st down and Micah Parson being held a few times. Not enough to change the game. It was natural that the game was going to have 20 penalties, those teams are the 2 most penalized teams in the NFL.
