Russia will always be first to promote peace (under their terms) which means they would want the territories that they claim to become recognised as part of Russia, Ukraine to never join NATO or the EU, Zelensky and his government to be arrested and tried in Russia, for Ukraine to pay reperations to Russia and for Neo-nazi groups within Ukraine's political and military institutions to be disbanded. Putin has been saying this entire time and SHOWING he doesn't want this war. If Russia was serious Ukraine would already be theirs. He doesn't want to kill Ukrainians, it would be the same thing as killing Russians since many of them ARE! He did those threats because they began to attack anti-nuke sites for NO reason.
