what's missed is that this was done independently around the same time by a group of MIT students. Now if everyone ever that wins gets taxed for smaller amounts, yes each tax is smaller, but the amount of people winning is much much higher which leads to exponentially more money taxed off the lottery winnings. So yeah, embezzlement and tax money is why the Lottery officials didn't care, they were told not to care.
