The Secret Service depends in part on local police to do their job. Not all local police departments have uniform training as they do in say Germany (Federal Police there). Trump likes rural areas to put on rally's at because they are cheap, his base is more in rural areas, and they are easy in and easy out venues. So that rural mixture is what lead to this lapse in Security.

The same as other similar country agencies and departments, such as ASIS (Australian Secret Intelligent Service). In short secret is about collecting and distributing secret intelligence. In the case of the Secret Service, it was initially started to investigate and combat counterfeiting of US currency. It then grew to and evolved to become America's first domestic intelligence and counterintelligence, before those duties were taken over by other later added agencies and departments. All during that time it collected and distributed secret intel. It later was in charge of protection of the top US leaders and candidates. Once again investigating thousands of incidents every year, and again collecting and distributing secret intel in the act of conducting those investigations. It continues to this day to investigate and protect US payment and financial systems, and currency as well as top US political leaders as its main two objectives. How well.... is another question. The US govt secretly spies on its citizens and people in the US. While that fact is no longer really a secret, the precise details of that is. What all intel that is collected still is a secret.

This guy was probably paid to do this and it almost sounds like the Secret Service was told to ignore it, you can bet your last dollar that this will be covered up. I love how some of the news agencies are already putting the building further away from the stage, it was first reported that the building was 130 yd away from the stage and now they're saying it's 200 yards away.
