In my opinion it was elite fault for running that guy over but it was also the chief of police's fault because he news how sensitive and crazy elite is it should have snapped at him like that to the point where he got angry if he had a snap at him none of this wouldn't happen but that's just my opinion don't be mad I understand the chief was doing his job but he should have done it a little more delicately and talk to you instead of shouting at him then this wouldn't have been avoided but it's too late for that now I just hope we don't learn never to do things like that again that's my opinion I hope you respect it have a good day stay safe see you soon
