I can't imagine that shanks STOLE the nika fruit. Why would he be so respected from the world goverment and even imu lets him Talk to him/her after stealing/betraying them. I assume that Luffy and Joyboy are highly alike, including their ideals about freedom. So I also assume that similar to Luffy, Joyboy is not someone who will make a plan focusing only on "destroying/defeating" the world government.
