At the California Institution for Men, a state prison in Chino, there’s a program that trains inmates to dive deep. Here, at the on-site Marine Technology Training Center, students study commercial diving both underwater and in the classroom. Founded in 1970, the 18-month course has graduated hundreds of men-many of whom have gone on to jobs on oil rigs and ships and only 6 percent of whom have returned to prison.

a really touching video. i've just started to learn in the past couple years that people in prison aren't necessarily bad people and that they deserve a chance too and that as a society we rarely give them that chance. this video inspires me to positively contribute towards giving them that chance. thank you.

We're Not Finished Yet yea so let's feed them and clothe them for the rest of there lives, instead of spending less money to turn them into productive members of society. I think this type of training shude be available to everyone, but these people need it the most.

@We're Not Finished Yet Realistically is that whole punishment model working but because the US really pushes that thinking but yet it has the highest incarcerated population per capita? I mean sure you shouldn't be rewarding criminals but at least this way they're most likely going to have stable jobs when they finish their sentence and be less likely to reoffend and end up back in prison (which actually costs taxpayers quite a bit per inmate), also it means they can begin to pay taxes and add to the system.

We're Not Finished Yet we could just have these people finance their own compulsory rehabilitation. We give them a way out, they eventually pay us for the opportunity. After all they do owe their new productive lives to the system. And if they fail and end up in prison again, well we would be paying for it one way or an other. At least some of these guys can help pay their way out and help us pay for the rest of the filth that cannot be helped (read rehabilitated).

Not really. I read a study that said that only 2% of the rehabilitation training that used to exist in prison is still available for inmates. It's not right to commit crimes but wouldn't it be amazing if everyone had a 6% return to prison rate, like the inmates in the video. That's 94 people out of 100 that tax payers don't have to support if you want to look at it by the numbers.

I don't know if these jobs pay as much as in France, but here all the "commercial divers" who repair stuff underwater get a lot of money for what they do. Usually former inmates get quite shitty positions with super low income when they're out of jail (which can sometimes push them back into doing reprensible activities) but this is truly amazing, they're actually given a real second chance in life

2013 is had started training with PADI to become a diving instructor, long story short I went to a family wedding with family I hadn’t seen in years. The alternative was a night bowling locally to home with the dive store I was training with, this side of the family live in Plymouth me in Birmingham. Families and special occasions are not always the best and I fell out with a few people and took my my car, parked up and fell to sleep. The police came past twice, first just checking second time let’s see if he’s ok. I was done for drunk driving 18 month ban, lost my job, got another one, and the store I was training with went bankrupt and I lost all training I had paid for. I would never condone my drunk driving but i think I’m moving there.

In addition to positive reinforcement rehab vs. incarceration provides, developing the skill for scuba diving introduces these folks to a completely different world. I am a scuba diver, having a profound appreciation for the under water world has given me different perspective on the above water world. I see the re-incarceration rate of these divers is 6%; I'd say that is evidence that indicates this program works.

Good idea. Teaching prisoners a valuable skill so they can gain a sense of self-worth. And what better way to do than through scuba diving, which is an awesome activity I hope to get certified in someday. I hope some prosecutors and cops are watching this and paying attention. To any of them watching this, if you want to reduce recidivism, you can’t just warehouse criminals and treat them like perpetual losers. You have to provide things like education so they can gain a valuable skill set and develop a sense of self-worth. That’s what rehabilitation is all about.

I was a commercial diver in the Gulf of Mexico from 1971 through 1979, and I returned to the business as a consultant & inspector from 1996 through 2008. I lost 3 friends to diving accidents. Two of these deaths were helium related. (Helium is used in deep diving with the appropriate oxygen percentage mix to prevent nitrogen narcosis that can begin to set in at roughly 150-170 feet, depending of course on one's tolerance.) I was also on one job where a young man died making his very first dive (he was sent pure helium in error), but to say there is a 7-year life span for divers is completely wrong. Now if you are actually saying that the average CAREER span is 7 years, then this is possible since many burn out or fail to get the job opportunities they need to survive. (It ain't all gravy.) And now, with offshore oil exploration & production winding down, the diving business would be a tough job to be successful at unless you have a knack for being in the right place at the right time and be highly skilled in this profession. Ever try to flange up a surging 20-inch pipeline in zero visibility? You don't learn this in a swimming pool.

As it stands, TAXPAYERS are footing the bill, and it's not right that some poor SOB who's NOT breaking the Law and would like to attend Commercial Diving School has to shell out upwards of $20,000 they spend years saving for, and that's AFTER they get TAXES taken out to pay for these guys to be GIVEN the expensive training for "FREE" (TAXPAYER'S MONEY). It's not that much to ask, that they use their newfound skills to keep the program going by PAYING BACK the cost.
