When are one of these games gonna have the courage to partner with Hololive and officially add Suisei as one of the killers? So far the only non gacha that had the balls to put them in is Amogus.

It is not a question of "balls," it is instead a question of fee. A gacha game can expect to receive more income from a promotional event, so will offer their commercial partners money to accept the deal. That could be a flat fee or a portion of the event-related sales. For example, "To use Hololive characters, we will pay Hololive 40% of the event sales, which would normally come to ¥x." It is harder for non-gacha games to make promotional deals as there is less of an impact on income. The game company has to use their marketing budget to pay their promotion partner instead of linking it to ingame transactions.
