Duke pitched his idea to Pegasus as was to get funding and Pegasus as an investor. In return for helping Pegasus wanted Duke to add the some.duel monsters into the game as sort of collaboration and to help promote it. Duke knew it was there.

If I remember correctly originally the show was going to be more like the manga, which is why Yugi's title is King Of Games despite only playing like three total, one of which was the card game, because he was suppose to play a variety of games to defeat his opponents instead of just the card game.

Looking back, this feels like a season zero episode. Somebody wants to take down Yugi for reasons with a game that isn't duel monsters and with the help of Yami or Atem Yugi beats them in said game. Only thing missing was Yugi mind crushing Duke. Which I bet would be something like giant dice falling on Duke.
