man, not only Oneplus 9 charges faster under cooler temps. but, most of of the li-ion batteries do. its because under cooler temps the battery and the wires through which electrons flows cools down. and as a result of lower temp, there is very less resistance offered by the wires and the battery to the flow of the electrons and hence, the battery charges faster.
