I'm pretty sure the hammer bros stack resets it's "patrol" area whenever one of them dies. So if you kill one of the stack when it's walked closer to you, the whole stack now patrols closer to you

Instead of trying to avoid the spring as you wait for the big boo to descend, couldn't you have used the star power to kill the boo in the hidden block at the flagpole? Even though you were locked in, you would have been touching the flagpole.

Hammer bros always move in the same three tile pattern. The one they spawn on ,one back and one forward. When you were killing them with the snowball depending on which tile you killed them the pattern either stays the same or moves either back or forward. But always remains the same 3 tile pattern. You just happened to killed them on the final attempt mostly when they were back.

In the Boo level, go to the underworld, get the star, head back to the main world, stand at the base of the flagpole, duck jump straight up to activate the hidden block, a Boo will present himself from the hidden block, use star power to kill the Boo, and you're already on the flagpole for the win.

Yeah let’s say the hammer bro patrolls 4 squares, so if you kill it in the middle it can move max 2 extra right and 2 extra left, but if you kill it to the very right it can move max 0extra left and 4 extra right, so the key to that was just to always try to kill them as far to the right as possible and they can’t ever move any further to the left
