(All of us respond to shock differently). Bear in mind also, that certain conversations and decisions made by the students are that made by adolescence who are dependent on surviving, not kicking ass and finding weapons to defeat something that can literally kill them.

i think, the reason why Onjo's friend was turning too slow, is because of comfort, notice how her eyes changed? when she's scared her eyes turn black, when she got comfort from Onjo, it turned to normal eyes again, and when Cheong-san grab Onjo, Isak turned, because she's scared again, you will notice it in ep. 5(?) where gwinam turned to zombie but, only half zombie(spoiler) because he's not scared, you can also notice the FEAR in cheon-san's bestfriend Gyeong-su. BUT they just had a normal day of school turn into hell in 2,5 seconds and now you're telling them to kill their friends and teachers. Not gonna happen. In this panic and shock many people would not think rationally and either run in panic or freeze.
