The highway is right of every citizen but you get very narrow window of time to leave for Jammu or for Srinagar and traffic jams are horrendous coz all vehicles are allowed at one time. This is a failure of the system... Thousands of people are being suffered bcoz yatris have to pass by. This is unlawful and a sign of a much underdeveloped system run by very inefficient officers
