It's a shame too, since he has an interesting dynamic with plenty of the cast. You have to strike the right balance I suppose, use him right. One could also plop him into some cosmic team, like with Hyperion and Silver Surfer and Nova and Beta Ray Bill and whatnot.

Dr. Strange back then consistently fought multiversal level threats and was practically peers with Cosmic Beings, but when they put him in a team like the Avengers, the writers had to find a way to nerf him, because if he retained his original strength, he could solve problems with a flick of a finger thus making Iron Man and friends useless, same thing with Thor.

DC makes money selling action figures of well known characters such as Lex Luthor, the Joker and Darkseid. If DC went the way of the single use villain, no one who is a parent would know any of the villains of the current generations. You seem to forget that DC Studios and DC Comics is a business. A lot of readers like the pretty female characters like Catwoman, Poison Ivy, Star Sapphire, Faora, Superwoman. They wouldn't like it if they were killed. Story wise Superman told Ultraman who kills his foes that having to face his foes in a re-occurring fashion coming up with new plans keeps him on his toes and makes him more capable than Ultraman who slays his foes in their most basic form.
