I turned it to make it hotter as you said but I feel significantly colder and its winter

It may be because your blades are positioned differently, try spinning it the other way

Now I know how to use the old fan, which is only the effect of a light breeze so you already know how to use it now, the opposite effect is to cool the space above the ceiling feels cold, the people below don't feel the slightest breeze, I just found out now that this decorative fan is a user.

You my friend, don't know how ceiling fans work. What you said was ass backwards when you want heat to go away you disperse the cool air by putting it up when you have a fan blowing down it circulates the hot air look at the comment like 10 under mine this is why this happens I have installed a gods 75 fans

Nope. The key operative: ALWAYS have fan blowing DOWN, all seasons. For some fans this is CW, others CCW. But DOWN does the trick. Winter warm air with the fan blowing UP won't mix into the occupied area of the room because the entry side of the fan operates at a relatively low velocity, and low velocity does not penetrate very far.
