I thought romans ended the voting once they reached 50%. Tribunal assembly had 35 vote blocks, and blocks voted one by one. When they were voting for octavius to be relieved from his position, how could it be unanimous? How could any voting process could be unanimous? Counting could only go up to 18 blocks, and then they would have ended the voting process since they already have the majority. Am i missing something here?
