Are you new to Arknights and struggling to understand which Character is strong and deserve to be Built? I made this Tier list exactly for you! This is just a little guidance on what is considered good and what is Considered bad.
About the Tier list:
They are 2 Rankings.
One for Elite 1 Skill Rank level 7 (E1 Sl7)
And one for Max Level max Mastery Max Module max pot for 1-5 Stars and for six stars Pot 1.
The average doesn't have a lot of Pots on 6 stars therefor I only consider pot 1 for them.

FAQ:
How is it possible to some operator get a worse rank on E2?
E1 Rankings Only Compare to other E1 and have nothing to do with their E2 Ranking.
Some operators are insanely Strong at E1, Sadly maybe their Mastery 3 or Module upgrades are not that significant, while some ops got an insane upgrade. Therefor making the strength gap Smaller to previously compared Operators. Making it that some Operators move up in rank while some might go down.
How did you decide the rankings for E1?
The E1 Bracket is only meant for Beginners wanting to know which Operator would be helping them a lot if they only have limited resources and can't go for E2 Yet.
Therefor Endgame Content like SSS or IS were not Considered in the ranking
DO NOT USE THIS LIST AS A GUIDE FOR IS E1 STRENGTH.
For ranking them I mainly Considered Early Chapter and resource farming stages. Additionally versatile Operators have also been given a little bonus.
This list looks very similar to the Gamepress list!
Yes it does and you are correct about it. When creating a Tier list, you Check every other Tier list in the field to see how they ranked certain things. While I consider the Gamepress Tier list very accurate upon the release of a new Character. It started to feel out dated with older Operators once modules started to come out. My goal is create a tier list, Not only to be accurate with the current operators but also go back to the old ones to compare if their strength has either increased or fallen with the current Meta of the game.
This Tier list is meant for Beginners and the average player.
If you consider yourself a veteran or a pro. The Ranking will likely not satisfy you, since it is not ranked based on what is possible with the operator but how much of a use the average player will have with them.
YES, most summoners are S rank level when used right. But the average player will not be able to fully utilize on them. If I were to rank the tier list this way, it would absolutely unusable for any new player which is the Target audience here.

i think they held back on viviana due to the limited isnt actually like your previous few limited where they are literally walking nukes had viviana be better than sutr, she'd have easily taken over the banner

@@Nyxlight3 im in no way saying shes bad or have 0 uses Viviana's kit especially mainly emphasis on hitting boss makes one of her main like "role" that shes meant to fit but surtr's guaranteed immortality gives her as much survivability as the shield on hit and absurb damage is gonna be more than what vivi's passive1 gonna provide I dont rly care much since i dont use surtr often but viviana being a new powerful single target caster could have kicked eyja off her throne (no offense to goat tho) Shes a busted caster in the story, why cant we get her in half her glory

@@platelet5942 @platelet5942 Im sorry my previous comment was a bit mess up, I mean Virtuosa the limited despite not been a walking nuke I would argue she is more broken than those nukes because all the utility she can bring to the table, where if u you don't bring Surtr to a stage u could bring any other absurd dps like Mylnar and u will be fine. About Viviana her main issue for me is been on same category as Surtr and we as you said expect a caster, I can't believe after all this time and between: - A literal god that create blizzards at will with 0 effort. -A king of a race who scare af most powerfull nations on Terra - An academic who lost 90% of her senses. Our 3 option is the most scary🤣🤣

@@Nyxlight3 all good but still all and all I much prefer the utility characters to not be the main limited as since its a big event, we will get influx of new players and from a beginner standpoint I would much prefer someone that helps in damage than someone utility maybe until i get my footing and also with the new weird blue ticket banner, eyja is no longer able to be summoned so beginners literally have 0 way to get her besides spending orundum on the scambanner Like instead of being a direct competition of surtr, why not be direct competition with eyja whose now not able to be summoned easily and is as meta relavant as surtr (imagine s2 on vivi caster is literally same as eyja but offensive recove and does the same aoe as the boss)

@@platelet5942 I can understand why you can think that way but on early stages of the game damage is not usually problem while on end game dmg alone won't be enough there's a reason why Skalter is so broken and is not about her dmg. Virtuosa deals aoe dmg while slowing and reduce enemy attack, but the moment u E2 she will deal lot more dmg, still reduce enemy atk and now she will buff atk, def and hp of 1 or more operators depending on stats, all that at the same time. About Viviana I don't think she and Surtr has exactly same role and there are scenarios where Vivi can be better option. ( Example if you deploy Surtr for a phase 1 boss she will drop hp and force you to retreat before boss reach phase 2 while Viviana can do same and stay on field to take care for phase 2 ) Ofc overall Surtr wins but Surtr has been broken since release, since with Ejya you can't powercreep a single caster who ks better dealing aoe dmg that aoe casters🤣

I love them, put Caper in a tight space and she will attack so fast. Diamante is OP, he does so much damage against enemies with necrosis...and necrosis is already so strong

Because most of the beginner stopping point is e1 max lvl. Take an example is Mountain. His siganture skill is on s2. E1 s2 lvl 7 for Mountain is insanely strong for beginner and consider this is a stopping point. E2 max lvl Mountain isnt much of improvement as majority of the players are using his s2m3 for more healing and damage (also scarce on the mats for beginners). This lane holder skill is enough to tank most of low to mid early enemies on e1 lvl7 max lvl. Its better to spend the mats when the operator peak skill is the s3 one (like thorns, mlynar, surtr, Chongus etc)

I found it weird because everyone points out that she's an Anastasia powercreep, like that's the *point*. She wasn't meant to be a be-all-end-all nuke like her but has a defensive niche geared towards holding back bosses. Yes, she needs proper support like healers and others to do the DPS but that's the intent. Shame that every Op who just isn't capable of nuking a boss in 1 skill cycle is seen as dog water.

she would be amazing....a year or 2 back, right now shes just "good", i think vivianna's biggest issue isnt from a power standpoint, but from a design standpoint, she just doesnt FEEL like the boss we fought, her key move, the candle arts explosion is nowhere to be seen, meanwhile the upcoming degenbrecher is a 10/10 in both power and design as she is amazing meta-wise and feels exactly like the degenbrecher boss from the first kjerag event, they even made a new status effect to act as her "disarm" debuff we had to deal with.

No, but she won’t have a individual banner rerun, so you can only get her by chance or wait until she comes as a rate up on a standard banner(25% from 6star) in about 4 months or so

I would like to emphasize, Chalter - Surtr - Ling should be ranked to S+ or even a little lower, they were once legendary monsters that destroyed the game but it was! As someone who owns the strategy, I understand it best The rank list is not only based on damage and contribution mode but also on the activity of the level and the current version of the game. OP refers to characters that have the power to destroy the game in terms of an outstanding aspect they have such as damage or the ability to support the combination of activities for screens in the current version and that is Chalter th, Surtr or Ling have lost it at the current stage of the game because later new characters and game content are much more difficult For example, you can find a lot of lesson plans for current levels that don't have much of them appearing or even that they don't exist, they actually debuted in the meta which makes me very sad.... I hope you, if you can, will understand and listen to the viewers and make accurate judgments rather than clinging to their glorious past, thank you very much!

if you’re going to bump them down, bump the rest of the operators down.. They’re still broken. and always will be. I can solo most stages with Ling. I can brute force most bosses with surtr. Turn very difficult stages into a snoozefest with chalter. you see them less simply because everyone knows the stage would be cleared with the help of either unit. Do note that other ops also deserve the spotlight.

It's because it's comparing with other e1s, not with e2s. Think of it as 2 seperate tier lists instead of 1. For example: Mountain is very good at e1 because he has a good skill 2 that isn't super dependant on masteries. Most units kinda suck at e1, but mountain doesn't. Mountain does improve a bunch at e2, but not enough compared to other units. Thus, being lowered a tier

This is what Surtr does to a man. The concept of being fine does not exist anymore. It's either 6 star who solo lane holds with 0 support or "they're bad"
