That plane was quite far away from the One World Trade Center, I went to NYC recently and I saw this same exact thing. There are a few different airports in the area and that plane was taking off from one of them, the angle makes it look like the plane was going to collide with the tower but its too far away.

The way the video is shot and the distance from the plane and tower makes it look like it’s going right towards it. Everyday, hundreds fly the same approach along the river, but they are never to breach that route and make landfall.
