How is the proper time for the object at rest since the person who observes this time is in the object that is moving as you said, To ?

Yea. t0 should always be larger than t. Anything times gamma will be 1 or greater than 1. Anything times 1/gamma will be either 1 or less than 1. So the correct version is when you switch the variables to get t=t0(gamma) where t is the time in the moving reference frame.
