US personnel overseas serve primarily as American tripwires. Holding tiny distant outposts among hostile populations in numbers entirely too small to repel any actual enemy encroachment. But there's still plenty of pride in tripwire duty. Our demise triggers WWIII.

My daughter is going overseas in a couple months. The question is how will she be able to use her phone? Do I have to get a international plan or can she get a SIM card when she get where she’s going.

Hi Byron! There are plenty of easy ways to stay in touch without her needing to get an international calling plan (which, in my opinion, are way too expensive). My 2 go-tos are WhatsApp and Skype. Most people overseas will have WhatsApp, and you can make free calls and send texts for free through the app. If you both get Skype, you can use the calling and video features too. This also applies if you both have iPhones or an iPad. iMessage and FaceTime audio or video use data rather than cellular service. So as long as you’re both connected to wifi, it’ll pull from the wifi to make the call. Also, if she needs to call a US landline number (for example, to call a bank or toll-free number), Skype allows you to make free calls to toll-free numbers, and even if she does need to call a non-toll-free number, Skype calling credits are pretty cheap.
