Find something to trade for the iron slabs to get things started and as soon as helmets are being produced, have them start trading helmets for iron slabs.

The first thing you need to do is get the "better deals" upgrade after logistics. Everything you are importing will cost 10 less. So you will have the same price for import and export. It's a game changer.
