Many municipalities have less than favorable, to citizens, laws that keep cities from covering accidents. "Staying in that right lane for us", they should also pull over into the shoulder and stop to be fully compliant and courteous. In Germany, they come to complete stops for emergency vehicles because their citizens are courteous and they form a rescue lane for the emergency vehicle. That's what people should do anyway, whether or not the emergency vehicle can safely pass them while still moving and while still being in the travel lane. I'd pull into the shoulder for 'em, shows you're being that extra bit courteous and respectful to the officers. Oh well, it's better than them blocking you.
