I can't see "Alexei's" empire lasting any longer than the HRE remnants unless he comes clean about who he really is. If he doesn't, while maintaining his benevolent rule, he will end up validating everything Taboritsky did because whoever's left will probably feel like all the genocide and slavery was worth it if it brought back such a kind and saintly king. But if he simply goes upstage one day and comes clean without warning, his subjects, especially the ones he won off of the former HRE governor might go mad like Abaddon's Shturmoviki did. Maybe if he does it slowly, maybe spreading the narrative that he was waiting for the HRE to collapse because he was genuinely digusted by their actions, believed they would kill him if he appeared before them out of their fanaticism, and did not want to arrive while their government was still in existence because he did not want to galvanize their horrific actions, he could show that he is not the Imperial Cult's Alexei, and maybe arouse suspicion that something fishy is happening behind everyone's backs, albeit a suspicion that no one minds because he is simply that kind and loving a leader. Couple this with more and more socialist policies being thrown here and there (think: a cross between Bessonov and Sablin) until he basically has a well-respected libertarian socialist USSR that uses Tsarist titles and aesthetics and synthesizes Christian socialist thought (so as to destroy the Imperial Cult's self-proclaimed monopoly on the Orthodox Church). And, as he begins reaching retirement age, maybe after he has appointed his successor/s from among his royal advisors (read: ex-NKVD and Red Army/PRC friends as well as former Old Believers, Sablinite, Presidium, and Divine Mandate cabinet members and generals) and given them secret instructions on what to do after he steps down, he calls upon the nation for a final address as Tsar before he abdicates. He admits everything about who he really was, as well as how and why he did what he did, declassifies the NKVD files on his operations as well as his operational journal. Before officially stepping down, he issues his final decree to give all the power he held as Tsar to the workers' councils and the parliament he established, conducts official burial rites for the Romanovs to placate the monarchists, and orders his successors to ensure that freedom of religion and respect for minorities are guaranteed, so as to finally consign to the ashpile of history the shambling corpse of the old Russian Empire and the twisted souls who worshipped it. I think Alexei II is most fitting for this "Russian Empire" and this Post Tabby scenario, as the population has been so indoctrinated to believe he'd return and here he is, relieving the people of their suffering. This does unfortunately validate everything Tabby and his scum have done, meaning there'll be long lasting consequences as a result of this.
