The Regent Endures. In The New Order: Last days of Europe. Germany won WWII, Russia collapsed and Komi(A russian state) unified Russia led by The Mad Regent (Sergei Taboritsky). Before the unification, the Regent and its people putted trust on a dead person, Alexei (Son of Nicholas II) which was executed by Bolsheviks. The Regent then reunifies Russia and establishes the "Holy Russian Empire" and finds Alexei. The clock was an imaginary thing made by the Regent which was like a deadline, if the clock strikes 12, Russia dies. (The clock isn't real, Taboritsky was probably schizophrenic) So when the clock striked 12 and Alexei weren't found yet, Taboritsky got a stroke and died, leading to the collapse of Holy Russian Empire. another person's explanation that I copied.

Generally, it is the state from Hearts of Iron 4 mod The New Order. It is the country ruled by madman Sergei Taboritsky that thinks that Alexei Romanov is still alive and he is the regent of Russian Empire and now he needs to """prepare""" Russia for his return by killing everyone and destroying motherland
