Yeah, it’s there so people don’t hit the walls and damage it with larger items, like trolly’s for example.

I live literally across the street it’s in a bad area drugs in the alley people doped up the building is nice but the rest of this area is ran all the way down the reason they didn’t show outside

Well the same can be said of most of down town Hagerstown. I live at the far end of N Mulberry street and go by this place daily.
