Greetings from Japan, in principle, car drivers cannot go without observing the traffic light. However, police and ambulances are allowed to ignore the signal only when heading to the scene. So they're telling other car drivers, "We'll go straight. Please avoid.Thank you (for your corporation )”

Basically, both manufacture both warning lights and siren amplifiers, but most police cars in Tokyo are made by PATRITE. But recently, police cars and fire trucks equipped with WHELEN's warning lights are increasing outside of Tokyo. If you want to find out more, please search for "siren amplifier" in Japanese. the lights are so primitive looking. i thouhg modern police sirens are a long rectangular light bar with yellow and red lights as well as a LED billboard behind for PSA

To distinguish them between emergency vehicles and patrol vehicles. In case those two meet at an intersection, the red one have higher priority.

Japanese police biggest flaw, They have only red police lights, as you can see the the police minivan at 1:16 Its lights are getting mixed up with taillights, which are also red.

Something among the lines of "Excuse us! Patrol car coming through! Move to the side please! Thank you!" When the police come, civilian vehicles need to let them pass.
