Yes , it's the result of a fault development program it Goa. But yet each individual is responsible for their own life ... One cannot risk their own and other's life getting into challenging situations. For sure such people should be given monitory fine and that money to be used in rescue programs and awarding people . Two things to note in waterlogged areas, firstly the depth of the water and secondly the flow rate of water /volume of water flowing per second. If you are unsure of the above then don't drive it's dangerous. And remember car isn't a boat
