Not every Starfleet officer is cut from the same cloth. And that's a good thing. Some frayed edges and a little skill can be a just what's needed at times. That's what Captain Janeway thought anyway when she hired on the disgraced Tom Paris to help track down the Maquis.
Little did Tom know however, how much his life would change from accepting the position on the USS Voyager.

The real world reason he became "Tom Paris" instead of being the continuation of Lacarno is that the producers (I think it was Brandon Braga specifically) felt that Lacarno's attitude and actions left the character irredeemable.

Tom returned in the Lower Decks episode "We'll Always Have Tom Paris" where he remained in Starfleet and was promoted to full lieutenant. During a handshake tour in 2381, he visited the USS Cerritos where he told Voyager stories for morale and during the visit, he assaulted Ensign Bradward Boimler, who wished to get Paris' signature on his Voyager plate, when he thought Boimler was a Kazon. He later apologized by getting drinks with Boimler, who still hoped to get his signature.

Something I always liked about Tom was he was really the frist person on Voyager to reach out to Seven of his own variation and with seemingly no alteriver motive and acpect her. Some might say that BS given Janeways actions in the gift. But Janeway always wanted to change seven to make her human her acceptance of sevens own natuer and choices always seemed at lest to me early on after a bit of auement or reasoning. Not that this is bad persay it was nessary. But id dare say Tom was Sevens frist friend. And while there reationship did have a bumb here and there it remained strong through out Voyager run. And when Tom was bing influenced by the Alice ship Seven was one of the people to be really alarmed by his actions and when he got body jacked by that alien. People cought on that something was wrong with him the moment he tryed hitting on Seven and was cruel to her.

I always wondered if Tom Paris knew Nick Locarno because like Tom Locarno had a habit of getting into trouble like what happened in the Star Trek TNG episode 'The First Duty' where he convinced Cadet Wesley Crusher and 2 others to cover up an accident that he was responsible for that caused the death of another cadet that was a friend of Wesley's which Captain Jean-Luc Picard had discovered when he learned from Geordie La Forge and Lt. Commander Data that they were trying to perform a dangerous maneuver that led to the death of said cadet and Locarno's expulsion from the Academy and Wes and the other 2 being held back from graduating because they partook in the cover-up.
