Singing is a constant part of life in the Philippines because it is a very inexpensive entertainment and hobby. You just need your voice. No one will bat an eye if you just broke out in song anywhere. I remember as children we were always doing group singing whether on our own or encouraged by parents and teachers. Song festivals were an integral part of the school year and something everyone (I mean every student) participated in excitedly. It didn't matter whether you have a good singing voice or not you sang because it was a fun with friends. I don't remember anyone being bullied for not singing well.

rich or poor, singing is like a favorite past time in the ph and also a way for poor kids(and adults too) to get money for their family by entering talent contests, etc.. karaoke is popular and singing shows are a dime a dozen. our got talent every season has more singing talents((and dancing) than anything else that it might as well be the voice. tbh I find it hard to fully appreciate these singers because I've already heard plenty of singing from national tv shows, local contests, bars, fiestas, birthdays, celebrations, holidays, and even on non-special occasions that singing as a whole has gotten rather stale for me personally.
