Not East coast railway. For example Nanded railway division comes under south Central railway zone but it comes under Maharashtra State. like that. This video tells us only scr railway station that are in Telugu states not other states.

Depends on availability nearby. Guntur and Vijayawada are very near and Vijayawada has both Diesel and Electric Loco sheds. Anduke probably Guntur lo ledu. Examaple we can see in Renigunta, Katpadi both are busy junctions with heavy traffic but Arakkonam has a loco shed which is very near. Anduke they don't have a loco shed even though they are busy railway stations.

Busiest come public flow also important. Vijayawada is important Junction in south india but public is comparatively more in secunderabad. For example vijayawada to hyderabad people use car / bus for journey than trains . Secunderabad to all stations people use trains like vskp Delhi mumbai nagpur ahmedabad chennai Bangalore.

SCOR under process for formation not yet formed till date. One special officer working on that OSD officer on special duty working on ScoR formation process

At present Srikakulam, Vizianagaram and visakhapatnam upto Thadi station comes under waltair or visakhapatnam division which is under East coast zone head quartered at bhubaneswar.... Visakhapatnam doesn't comes under South central railway which is head quartered at Secunderabad.... A new zone named as South Coast zone with head quarters at Visakhapatnam is proposed, which may take two more years to come into existence...

Guntakal railway station is very known one in both AP n TS states and also it will come under top 5 in state. But you have mentioned lingampalli station dont know why. Ex: Bengaluru to new Delhi via Hyd.. Bengaluru to Nanded ..so on. ila velle chala trains i mean long running trains almost all guntakal R.station lo stopping undi n alage janalu kuda bagane travel chestaru akkadnunchi..
