Doctor Victor Fries AKA Mr. Freeze. One of my several favorite Batman villains and the ‘90s animated origin story makes more sense than the classic, goofy comic book version.

Thomas Elliot AKA Hush. Created by Jeph Loeb and Jim Lee. One of Bruce Wayne/Batman’s deadliest foes.

I really like the character of Lord Manga Khan from the Justice League International series. He’s described as a used car salesman in space and abducts material from other planets. He talks to himself and yells a lot without even realizing the volume of his voice, which leads to funny banter with his robotic servant L-Ron. He has attempted to sell the hero Mr. Miracle back to the planet of Apokolips, and in the Milk Wars event, he straight up tries to purchase the Prime Earth continuity. He mainly works in a comedic context, but I still like him regardless.

How about you mention Parasyte aka Rudolph Jones. This Superman’s foe has a power to grow stronger by sucking out someone’s life energy and force plus he probably has some power copying mechanisms. In one story he was a man with a big stadium of cancer, granted his ability after serious worse medical disaster and has to eat the life out of poeple just to stay alive and healthy.

Rogol Zaar Prometheus Extant Doctor Sivana Vandal Savage Mordru Mr.Freeze Zoom and Hush are DC Villains that are not Underrated and these should not be underestimated.

It’s funny we see a live action version of Prometheus in the arrowverse and still badass and deadly and in the crisis on earth x crossover
